The Civil Service College (CSC) Singapore has been redefining learning in the Public Service since 2001.

We are a future-oriented Centre of Learning committed to nurturing a learning mindset and culture in the Singapore Public Service. As the central learning institution for the Singapore Public Service, we take pride in leading the practice of learning design, leadership development and organisation development. We provide timely, relevant and innovative programmes and services that build strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

By partnering with government agencies, we are able to offer opportunities to network and exchange views, build shared ethos and perspectives, in a rich and safe environment for dialogues, knowledge-sharing and learning.

The Institute of Leadership & Organisation Development (ILOD) is a learning institute of Civil Service College. We are the centre of excellence for leadership and organisation development in the Singapore Public Service, and the Sectoral Lead for the Organisation Development (OD) job family. In this role, we identify and build the OD capabilities needed to drive Public Sector Transformation — developing a pipeline of skilled OD practitioners and talents who can support agencies through strategic change and transformation.

We deliver this through three core capabilities: learning programmes, customised consultancies, and research. Our work spans the full leadership pipeline — from developing Future Leaders and Emerging Leaders to supporting Senior Leaders navigating complex challenges and aligning their leadership teams strategically. We also work closely with agencies and teams on organisation health and system-wide transformation, bringing best-in-class Organisation Development practices to bear on the challenges that matter most to the Public Service. Across all of this, we are committed to fostering thriving leadership and OD communities at every level of the Public Service.

Our domain specialties span the full spectrum of leadership and organisation development — from Talent Assessment and Team Effectiveness to Employee Engagement and Experience, Transformation and Change, and Organisation Design and Development. Everything we do is grounded in science-based, evidence-driven practice — ensuring our programmes, consultancies, and research reflect the most rigorous and current thinking in the L&OD fields.

The Institute of Leadership and Organisation (ILOD) provides assessment, consulting and training programmes in the areas of talent assessment, leadership development and organisation development. These products and services are informed by insights from ILOD’s research cluster, based on data collected from the Singapore Public Service.

Organisation Development is an extraordinary function not only because the work spans between functions and across organisational systems but also because the work of an OD practitioner is nothing short of being extraordinarily complex and challenging.

CSC-ILOD is dedicated to the capability development of OD practitioners, so that 1) Agency organisations have the internal capacity to address and adapt to continual challenges, and 2) OD practitioners have the ability to support their leaders in building future-fit, healthy and sustainable organisations.

We want to support practitioners who undertake the OD journey (ode) to make extraordinary (x) impact to the organisations they are a part of and who want to be a part of a vibrant community that is committed to making their organisations a better place.
